The announced dates
According to the calendar published by Money.it on 22 October, based on the Italian transport ministry's official strike register, four actions concern aviation. On Friday 6 November, staff of ENAV, Italy's air navigation service provider, are called out from 1pm to 5pm at Bari airport by the RSA Fast-Confsal AV union.
On Saturday 21 November, a national ENAV strike is planned from 1pm to 5pm, called by Filt-Cgil and Ugl Trasporto Aereo, according to Money.it and Meteo.it. It follows the CGIL nationwide general strike on Friday 20 November, whose arrangements for the air sector were still to be announced.
On Sunday 22 November, two 24-hour strikes are announced: ENAV staff at Milan Malpensa (RSA Fast-Confsal AV) and Sicuritalia IVRI security staff at Venice Marco Polo (Fisascat-Cisl), who run the security checks.
Which flights could be affected
Italian law requires a minimum service: according to ENAC, Italy's civil aviation authority, flights must operate in two protected windows, from 7am to 10am and from 6pm to 9pm. ENAC publishes a list of guaranteed flights before each strike. As of 25 October, no list had been published for these dates.
The national strike on 21 November falls outside the protected windows, as Money.it points out, so cancellations and delays are possible in the afternoon on routes between France and Italy. At Malpensa, the strike covers the whole of 22 November. In Venice, a security staff strike mainly risks longer queues at screening.
These notices can still be withdrawn, postponed or changed, as Money.it and The Local Italy note. Airlines had not announced cancellations as of 25 October.
What you can do and your rights
If you are flying to or from Italy between 20 and 22 November, keep an eye on your flight status and messages from your airline, and allow extra time for security in Venice on the 22nd. Keep your boarding passes and receipts for meals or hotels.
A strike by air traffic control or airport staff is usually an extraordinary circumstance that can rule out compensation. But the airline must always offer a refund or rerouting, plus care while you wait. If the strike is not the real cause of the delay or cancellation, compensation of 250, 400 or 600 € may still be due: each case is assessed on its facts.
Frequently asked questions
Will my Paris to Milan flight on 21 November be cancelled?
Not necessarily. The national ENAV strike is planned from 1pm to 5pm that day. ENAC will list guaranteed flights shortly before the strike, and your airline must tell you about any change.
Can I get compensation if this strike cancels my flight?
Usually not if the air traffic control strike is the real cause, but you keep the right to a refund or rerouting and to care. VolClaim checks your eligibility for free.
