What has been announced
According to El Diario de Madrid, this is the first general strike backed by both CCOO and UGT since 14 November 2012. Other groups have joined, including Spain's CGT, the regional unions CIG, ELA and LAB, and tenants' associations. UGT is calling for higher wages, lower prices, shorter working hours and access to affordable housing.
The strike notice was filed in Catalonia on Tuesday 20 October by CCOO, UGT and the tenants' union Sindicat de Llogateres, Moncloa.com reported. The date falls shortly before Spain's snap general election on 29 November. The employers' federation CEOE has questioned the nature of the demands and has not ruled out a legal challenge; no court had ruled on the strike as of 20 October.
How flights could be affected
Minimum services, which in practice decide how many flights and trains keep running, had still not been set as of 26 October. They are decided by Spain's transport ministry. According to Infobae, citing the Europa Press agency, UGT and CCOO submitted their own proposal to the ministry on 22 October, without disclosing the details, and are asking for “proportionate” minimum services. It is also unknown whether pilots' organisations and the train drivers' union SEMAF will take part, El Diario de Madrid noted.
Euro Weekly News reported that there is no accurate list of affected flights yet. Ground handling and baggage services could be reduced if staff in those areas strike, and marches in Madrid and Barcelona could slow journeys to the airports. Flights between France and Spain operated by Air France, Vueling, Iberia, easyJet, Ryanair or Transavia could therefore be affected, although no airline had announced cancellations at the time of writing.
Strikes and compensation: your rights
If your flight is cancelled, the airline must offer a refund or an alternative flight and provide care while you wait: meals, refreshments and a hotel if you need to stay overnight. Keep your boarding passes and receipts.
Whether compensation of €250, €400 or €600 is due depends on the cause. A strike by staff outside the airline, such as airport workers or air traffic controllers, is generally treated as an extraordinary circumstance. However, according to the Court of Justice of the European Union (case C-28/20, 23 March 2021), a strike by the airline's own staff does not, as a rule, release it from paying. Each case depends on the facts, and a cancellation for another reason can still give rise to compensation.
